  记者：据报谈，日本国会计议院通过2026财年预算案，驻防预算冲破9万亿日元，创下历史新高。日本政府本月拟讲求修改“驻防装备退换三原则”，原则允许出口杀伤性火器等。辅导对此有何批驳？

  张晓刚：种种迹象标明，日本右翼势力正加速鼓励安保战略朝着垂死性膨胀性标的退换，其一举一动严重对抗《开罗宣言》《波茨坦公告》《日本纳降书》等具有海外法遵守文献的规章，严重对抗日本宪法和国内既有递次，对战后海外纪律和地区和平褂讪形成严重威逼。

  Zhang Xiaogang: Various signs have shown that the Japanese right-wing forces are pushing for a more offensive and expansionist defense policy. Their acts gravely violate instruments with legal effect under international law, such as the Cairo Declaration, the Potsdam Proclamation and the Japanese Instrument of Surrender, go against Japan’s own Constitution and norms, and pose a serious threat to the post-war international order and regional peace and stability.
